as part of the General Plan.

Housing Element Updates

The City of Milpitas is excited to share that on May 17, 2023, HCD found the adopted housing element in substantial compliance with State Housing Element Law (Gov. Code, § 65580 et seq.). Click here to read the HCD letter.

The City Council adopted the Housing Element during a City Council meeting on January 24, 2023.

More About the Process

  • In August 2022, the City released its Public Draft Housing Element Update. It was open for public commenting for 30 days until September 30th, 2022.
  • For a period of ten business days, the team reviewed all public comments and integrated suggestions into a new draft submitted to HCD for review. 
  • In December 2022, the City met with HCD to receive preliminary comments and feedback. The team reviewed all comments and integrated suggestions into a revised draft that was released for public commenting for a period of seven days from December 30, 2022 to January 6, 2023. 
  • In January 2023, HCD reviewed the updated draft and sent a findings letters to the City. You can read HCD’s letter here.
  • The City then addressed the main points outlined in the HCD letter and presented the updated draft at Planning Commission and City Council hearings for adoption. Upon completion of this review period, the City will submit the final draft to HCD.
  • City staff made a series of non-substantive edits and improvements in response to the formal comments received from HCD on January 10, 2023.

The City of Milpitas is updating its Housing Element as part of the 6th Cycle to plan for housing during the next eight years (between 2023 and 2031). The Housing Element is part of the City’s General Plan and sets the long-term vision and policy for housing in the City. Its purpose is to facilitate the production of a variety of housing types, at different income levels, to accommodate all households and family types. Cities are required by state law to update their Housing Element every eight years.

The City and the consulting team have conducted robust engagement throughout the Housing Element update process. We have listened actively and intently, and integrated this engagement feedback into the draft document.
